Charles is a former USAF Honor Guard Commander and holds an MS. in. Environmental Management (with emphasis on Viral & Airborne Pathogens) and an Executive MBA. Charles has personally conducted more than 1,500 inspections with the Texas Department of Environmental Quality. Charles also Chaired the EPA Disaster District 5A Program leading a Professional Team of more than 25 Professionals covering Texas and the Surrounding States and has managed more than 7.5 billion in Federal Contracts. Charles served as an Indoor Air Quality Expert (IAQ) and Constructability Expert defending Bank of America in pending class action lawsuits and emergency response related to IAQ issues. Charles conducted advanced studies in Microbiology at Texas Tech University under Dr. Allen as a Howard Hughes Scholar
